My own del.ico.us rpgtheory tag (I put anything I find that's interesting here):
http://del.icio.us/mikesands/rpgtheory

The Power 19: http://socratesrpg.blogspot.com/2006/01/what-are-power-19-pt-1.html is nineteen nice questions to go through when considering what to do with a prospective game design.

Story Games is a nice forum, intended to be the good parts of the forge combined with the good parts of rpg.net: http://www.story-games.com/forums/

It's worth checking out the three podcasts about game design at Sons of Kryos. They're each about an hour long and take you through a game from concept to publication.
