If there's interest, I would suggest doing both. One further out to get people thinking about the idea and to get the early planners thinking about specifics and one in Dec/Nov to catch the late crowd and also give the people who started planning early a change to ask specific questions or talk about playtesting.

I usually get my game ideas during the last con, its wind-down/aftermath or the post-con buzz period. Then I sit on them until closer to the next con and if they still seem cool, work on them properly then.

If it's a traditional style game using a published system with fully created and described characters, my actual prep time could be a month or more, usually with a last minute scramble in the week before. Wink

One other point of interest for me is whether people are more likely to GM at their first KapCon, because they don't have any real expectations. And whether people GM once or twice and then drop out because they don't feel like they are up to the necessary standard.
